Subject: [PATCH] fix(workbench): configure psycopg snapshot transaction

Open the psycopg transaction without unsupported SQLAlchemy-style options, then set the PostgreSQL isolation and read-only characteristics before the first query. Cover the exact snapshot endpoint path with a regression test.
