jiang 5197a93163 fix(skills): close recovered incidents without optional evidence gates ...

A completed field order and passed Server recovery evidence support the final closure report. Treat absent photos, valve records and field measurements as limits on confirmed details rather than new closure requirements.

Clarify already completed recovery state and keep any separate source-system administrative process conditional on its recorded requirements. Bump SCADA and burst handling skill versions.
